Position: CITY MANAGER- City of Chandler, OK

The City of Chandler, Oklahoma, is accepting applications for the position of City Manager.

Chandler was settled by its own land run in 1891 and now sits at the midway point along Route 66 between Oklahoma City and Tulsa in the beautiful rolling hills of Central Oklahoma. Chandler’s downtown area is a bustling center for the community and the county. Chandler boasts historic, small-town charm with a safe, family atmosphere while also having the convenience of being within an hour’s drive of Oklahoma City and Tulsa on the Turner Turnpike. Chandler’s population is 2,858 and serves as the county seat for Lincoln County, which has a population of 33,458 citizens.

The city operates under a Council-Manager form of municipal government. The Council is composed of a mayor and four council members. The City Manager leads and oversees the day-to-day operations of the city. Chandler is a charter city. The City Manager exercises the powers and duties as prescribed in the City Charter of the City of Chandler.  The city’s annual budget is $12.8 million. Within this budget, the City of Chandler and the Chandler Municipal Authority operate Bell Cow Lake, Chandler Lake, the Chandler Municipal Golf Course, and the Chandler Regional Airport, among other city services.

Summary Job Description:

The City Manager is responsible for the overall management and operation of the City of Chandler. The manager is responsible for preparing and administering the city’s annual budget as well as overseeing the development, planning, and implementation of strategic plans, goals, and objectives to meet the operational needs of the city. The manager addresses citizen concerns and represents the city within the community, region, and state as required. The City Manager is also responsible for communication and coordination of the city’s response in times of crisis or other major developments within the community.  The manager provides overall supervision for all city departments, including public works, fire, police, city clerk, and utilities. The City Manager is expected to provide visionary and innovative leadership, supervision, and direction for the city management team, including all department heads, in an effort to coordinate their efforts toward achieving their departmental objectives.  

Qualifications and Experience: 

Candidates should possess a bachelor’s degree from an accredited college or university, preferably in business administration, public finance, accounting, or general finance. A master’s degree in public administration or business administration (MBA) is preferred.

Candidates should have a minimum of five years’ experience in municipal government as a City Manager, Assistant City Manager, or other senior executive. Favored candidates should have experience in the following areas:  budget preparation, planning and development, grant writing, employee supervision, capital improvement construction projects, economic development, labor and contract negotiations, oversight of public funds, and tourism.  The successful candidate should have strong leadership and excellent people skills, exceptional verbal and written communication skills, the ability to work with various cultural and ethnic groups, and the ability to positively interact with others in a professional manner.

Other Preferred Qualifications and Experience:

Knowledge and experience in successful economic development, construction, public works, public debt service, building maintenance, government contracts, quality-of- life programs, and infrastructure management.

Experience in working with tribal governments, Oklahoma Turnpike Authority, Oklahoma Department of Transportation, Oklahoma Department of Environmental Quality (DEQ) and its Water Quality Division, U.S. Environmental Protection Agency (EPA), local school boards, county commissioners/county government, and Oklahoma Department of Commerce.

Residency requirement:  Article III, Section 3.1 of the Chandler City Charter provides that the city manager need not be a resident of the city at the time of appointment but must reside within the city limits during his/her tenure in office.

Background Investigation:  Applicants shall provide written consent to background investigations upon request by the City.

Compensation:  Salary is competitive to the area and will be dependent upon qualifications.  The city offers a competitive benefit package.
